Dr. Marquise Loving Kessee
Ph.D. — Senior Consulting Associate
Dr. Marquise Loving Kessee is a higher education administrator and DEI specialist with more than 31 years of experience in instructional, research, and supervisory roles across Mississippi's public college system. She currently serves as Provost and Vice President for Academic Affairs at Mississippi Baptist Seminary, where she leads academic strategy, faculty development, and shared governance. Previously, as Dean of Instruction at Hinds Community College, she coordinated four federally funded grant awards totaling more than $840,000 and guided the college through multiple SACS-COC re-accreditation cycles. As Hinds' Director of Diversity, Equity, and Inclusion, she built measurable DEI goals and compliance frameworks and authored institutional policy on whistleblower protection, bullying, and discrimination. Dr. Kessee holds a Ph.D. in Higher Education Administration from the University of Southern Mississippi, a Master's in Theology & Social Justice, and dual Mathematics degrees from Jackson State University. At APEX, she brings this federal grant coordination, policy development, and institutional compliance expertise to clients navigating complex regulatory and equity requirements.
Dr. Levertis Meeks
Ph.D. — Senior Consulting Associate
Dr. Levertis Meeks is a strategic higher education executive with 15+ years of experience building student success and academic support infrastructure across some of the country's leading institutions, including Emory University, Morris Brown College, and Christian Brothers University. He has supervised more than 20 professional staff and 75 peer coaches, designed early-alert and case-management systems that increased first-year retention by up to 12%, and managed more than $1.6 million in Title III federal funding with a track record of 100% successful compliance submissions across every accreditation review he has led. As Vice President for Academic Initiatives and Chief Consultant at Smart Solutions Education Strategies, he currently directs academic transformation projects for institutions nationwide. Dr. Meeks holds a Ph.D. in Higher Education Administration and Supervision from Jackson State University. At APEX, he leads coaching, curriculum, and professional development design — translating decades of frontline staff supervision and compliance experience into the tools organizations need to build capacity from the ground up.
Charlotte Wallace
PMP — Senior Consulting Associate
Charlotte Wallace is a project and operations professional with more than 20 years of experience in program coordination, budget management, and regulatory compliance. As an Administrative Assistant supporting departmental leadership at Jackson State University, she manages grant administration activities, budget tracking, and reporting requirements — hands-on experience built over a career that includes reconciling retirement-earnings records for state and federal compliance and coordinating academic assessment and retention programs serving thousands of students. A PMI-certified Project Management Professional (PMP), Charlotte brings disciplined project controls, budget administration, and meticulous recordkeeping to every APEX engagement, ensuring client projects stay on schedule, on budget, and fully compliant from kickoff to close-out.
